Wow! That is a involved process. Although I leave in a non-emission testing county I checked on the process in counties that required it in Texas. The BIG thing is diesel vehicles are exempt from testing. Only gas vehicles are tested. The cost is anywhere from $18.50 to $25.50 up front. I don't know if there is a back fee on the registration to the state. Pre 1996 they use a sniffer in the tail pipe and after 1996 they use a OBDI port link up.

In Denver, diesels are put through the strictest testing, and if there is almost any particulate matter exiting the tailpipe, you will fail. You don't see diesel engines "rolling coal" in Denver in less there from another county.
